Splitting household chores fairly among roommates always turns into an argument

We've tried a whiteboard, a shared notes doc, and 'just remembering' — none of it lasts more than two weeks, and someone always feels like they're doing more than their share. I want something that rotates chores automatically, reminds people, and shows a simple history so nobody can argue about who actually did the dishes last week.
